Donald Trump Nominates Commissioner and Deputy Commissioner of Social Security

Andrew Saul has been nominated as Commissioner of Social Security and David Black has been nominated as Deputy Commissioner. Those nominations are now pending before the Senate Finance Committee, which has oversight over the Social Security Administration.

Andrew Saul has been nominated for the current term, which ends in January 2019 and the six-year term that follows. Mr. Saul has no experience in the world of Social Security. His work history involves running an investment firm and running a chain of women’s clothing stores, both with his father. Mr. Saul graduated from Wharton School of Business, at the University of Pennsylvania in 1968. He has served on the board of the New York Metropolitan Transportation Authority, and on the board of a conservative think tank called the Manhattan Institute. The Manhattan Institute has published reports that take an extremely negative view of Claimant’s representatives, however, Mr. Saul’s own positions are unknown.

David Black has only been nominated for the term ending in January 2019. Mr. Black was the General Counsel for the Social Security Administration from 2007-2015 and has also worked for the Department of Education and served in the U.S. Army Reserve.

Social Security’s Deputy Commissioner of Operations, Nancy Berryhill, is still fulfilling all delegable duties of the role of Commissioner, and intends to do so until both nominees are confirmed. There is no way of knowing how long the confirmation process may take. Currently, there are 139 nominees awaiting confirmation.
