Headshot of non-attorney representative Noell Espaillat

Noell is a native of Mobile, Alabama and graduated from Faith Academy. After graduation, she attended Auburn University, where she worked toward a Bachelor Degree in Architecture, Design and Construction. Noell returned to Mobile and began work in the legal community, starting in 2001 by helping individuals in their claims for Social Security Disability with a local law firm. Noell’s work there included preparation of trial and appellate briefs, case development, and as a liaison with the Office of Hearing Operations and the State Agencies.  That work continued till 2014, when Noell joined the law firm of Gardberg and Kemmerly, P.C.

After 15 years of navigating Social Security Law from outside the courtroom, Noell knew she wanted to do more to help her clients.  In 2016, Noell took the EDPNA test for Non-Attorney representatives. After qualifying as an EDPNA, Noell began helping clients by representing them inside the courtroom and maintain good standing with the Social Security Administration. Noell works with both children and adults in acquiring Disability Insurance Benefits (DIB) and Supplemental Security Income (SSI) benefits. Noell handles cases at the initial level, reconsideration level, and before the Office of Hearing Operations and the Appeals Council.

Noell has also worked on various charitable boards and organizations in the Mobile area, including the American Cancer Society and Gulf Coast Dementia Services. Noell has been the Chair for the Gardberg and Kemmerly Making Strides Against Breast Cancer Team since 2015 and served as the Chair for the Making Strides Against Breast Cancer Walk of South Alabama in 2018 and 2019. Noell is helping with event organization for Gulf Coast Dementia Services in 2021.
